Behold the evolution of opportunity! The Malta Residence and Visa Programme (MRVP) was first introduced in 2015, exclusively catering to individuals and their families who weren't citizens of the EU, EEA, or Switzerland. Fast forward to 2021, and exciting news arrived – the program requirements underwent a transformation, giving birth to the new and improved MPRP.
Picture this: The MPRP opens doors for global investors and their registered dependents, granting them the remarkable privilege to reside, settle, or even stay indefinitely in Malta, an EU Member State. Plus, they get to explore the Schengen Area, of which Malta is an integral part.
But wait, there's more! The certificate issued under this program undergoes annual scrutiny for the initial five years and then every five years thereafter. It's all governed by the Immigration Act and extends its welcoming arms to both the primary applicant and their dependents, provided they meet certain criteria. Contributions
Malta proposes 2 ways to get through the MPRP
OPTION 1: Full Contribution Option: €98,000 when opting to rent a property.
Rental rates of €10,000 per annum in the South of Malta and Gozo, and €12,000 for the rest of Malta. Plus a mandatory donation of €2,000 to a Maltese registered NGO.
OPTION 2: Reduced Contribution Option: €68,000 when opting to purchase a property in Malta.
Property value requirement: €300,000 in the South of Malta and Gozo or €350,000 for the rest of Malta. Plus a mandatory donation of €2,000 to a Maltese registered NGO.

Criteria for CES
To be eligible for participation in the Program, candidates must first and foremost exhibit good conduct and a strong desire to invest in and make an extraordinary contribution to the Republic of Malta. The application requirements are as follows:
The main applicant must be at least eighteen (18) years old.
Residence in Malta for a period of thirty-six (36) months is required, although this period may be exceptionally reduced to a minimum of twelve (12) months with a significant direct investment in Malta.
The main applicant must commit to acquiring residential property in Malta with a value of no less than EUR 700,000 or leasing residential property in Malta for an annual rent of at least EUR 16,000.
A substantial direct investment in the Republic of Malta is mandatory, involving a contribution of EUR 600,000 and EUR 50,000 for each dependent. If the application is submitted before 36 months of residence, the exceptional contribution required is EUR 750,000.
An upfront non-refundable deposit of EUR 10,000 is to be paid from the main contribution.
A donation of EUR 10,000 to a Maltese philanthropic non-governmental organization is mandatory.
Candidates must cover due diligence fees, which amount to EUR 15,000 for the main applicant and EUR 10,000 for each dependent.
Administration fees owed to the Responsible Agency will sum up to approximately EUR 7,500 for the main applicant, potentially increasing if there are dependents.
Eligible Dependents who can be considered under this program include:
The main applicant's spouse in a monogamous marriage or a similar relationship recognized by Maltese law.
Children under eighteen (18) years of age, including adopted children, of the main applicant or their spouse.
Children between the ages of eighteen and twenty-six who are not married and can demonstrate economic dependence on the main applicant.
Parents or grandparents of the main applicant or their spouse who can prove their economic dependence on the main applicant.
Children of the main applicant or their spouse who are at least eighteen years old, have a certified disability under the Equal Opportunities (Persons with Disability) Act, and are fully supported by the main applicant.

This initiative was set in motion through the enactment of legal notice 437 of 2020, aiming to establish the prerequisites and oversee the conferral of Maltese citizenship through naturalization. Such citizenship is granted as a result of outstanding contributions to the Republic of Malta, either based on humanitarian considerations or exceptional contributions of interest to the nation.
This program ultimately leads to the acquisition of Maltese citizenship for the primary applicant and their family dependents, contingent upon the fulfillment of program requirements. A comprehensive due diligence process is an integral part of this entire program, meticulously ensuring that only deserving and genuine applicants are granted the privilege of Maltese citizenship.
This program is governed by the Immigration Act, Chapter 188 of the Laws of Malta, and extends its eligibility to both the primary applicant and their dependents, provided that specific criteria are met.
Investment Requirement CES
Investment requirements:
Purchase of immovable residential property in Malta with a minimum value of €700,000 OR Lease of immovable residential property in Malta for a minimum yearly rent of €16,000.
Investment of €600,000 if the applicant has completed 36 months of residency in Malta OR €750,000 after residing in the country for 12 months.
Donation of €10,000 to a Maltese philanthropic non-governmental organization.
